Download PowerStrip 3.21 beta build 317

On FileForum we found a new version of PowerStrip. Build 317 of the 3.21 beta series comes just a day after its predecessor: build 315. This leads us to think that something went wrong somewhere in the previous version, although there is no changelog to confirm this:
