Pinta describes itself as an open source photo editing program comparable to Paint.NET. Moreover, it does its job on various platforms such as Linux, Mac OS X and Windows. The own website does not offer too much more information, but you can go to this one Google group. The developers released version 1.3 a few days ago, with the following list of changes:
