The company Xentax.com is developing MultiEx Commander with which you can easily view, edit and save game resource archives. Notable examples include the *.PAK files from Quake and the *.BIG files from Command & Conquer: Generals. In total, more than 150 different GRA formats are currently supported. Version 3.9.70b has recently been made available with the following release notes:

MultiEx Commander 3 is now solely operating via the online resources needed to open and process Game Resource Archives. This is done in anticipation of future releases, such as “Open Mex” or “MultiEx Commander 4 Online”. Thus, in this age of internet availability 24/7, online usage is a must. Online update ensures continuous access to the latest formats supported!
