Download Microsoft Exchange Server 2010 SP 3 Rollup 16

Microsoft has already released the sixteenth Rollup for the third service pack of Exchange Server 2010. Service Pack 3 was released in February 2013. Mainstream support from Microsoft ended in January 2015, but extended support will run until January 2020. Only security and time zone updates will be implemented during this extended period. The corresponding KB article with number 3184730 mention very little about the changes, only mentioning that time zone updates have been made without specifying them further.
