Download HC encoder 0.23

Version 0.23 of the free mpeg2 encoder HC encoder was released just over two weeks ago. This encoder can be used alone or in combination with programs such as DVD Rebuilder. HC Encoder is growing enormously in popularity, as it can easily compete with expensive programs such as Cinema Craft Encoder in terms of speed and quality, and if you know that HC Encoder is released as freeware, the choice is of course quickly made. New in this release are the addition of adaptive quantization and panscan, but since we skipped version 0.22 in the Meuktracker, we’ll also take a look at the changelog:
